Three trends are influencing global health at the onset of the 21st century¹:

• the increasing international transfer of health risks and opportunities;
• a greater pluralism in the international health arena, and
• the ever more central role of health in the development, security and governance agenda.

The action line of Health without Borders has the purpose of providing and contributing to the documentation of these trends through two specific projects.
